Well, if you go with option three ill play along but I agree that the first two have more options for story.

And coming in to a world at war would make for an far more interesting story imho.

I could see a scouting Catalina in the south east pacific coming across a group of your elves. Make for an interesting first contact.

Actually, I really like that idea of first contact. Have to be over a naval force of some sort.
