Like Ghost said, children (under the age of 18) are not permitted their own access card until they become legal adults for any such situation. However, if it's a matter of traveling from Zone Beta to Zone Alpha where an access card is required, the child does not need one if with their legal parent or guardian is with them at the time of the scan for verification (think of it like a kid getting into a rated R movie... just a lot more strict lol).
