No. The [i]Stun Baton[/i] uses a fixed damage of its own which wouldn't be affected by Brick's [i]Stone Skin[/i] ability, but would be affected by Ironside's [i]Upgrades[/i] ability since that one specifically targets gear, rather than the user.

It depends on the nature of the defence.

If a target is using something like an [i]Armoured[/i] status effect to increase their Defence to 4 or higher they'd still be [i]Stunned[/i] when the armour was hit. If they had a natural Defence of 4 or higher they wouldn't get [i]Stunned[/i] as they'd be able to avoid the blow entirely. In other words, watch out for agile opponents who'll dodge the baton and hit you in the face.

The rules for the [i]Stun Baton[/i] state that only targets whose Defence is exceeded by the attack get [i]Stunned[/i], unlike Bumblebee's [i]Sting Like A Bee[/i] ability which automatically [i]Shocks[/i] even if it doesn't breach the target's Defence, since the main point of that ability is to weaken their Defence and so acts as a small explosion of lightning which couldn't be dodged.

[i][b]If[/b][/i] she could command robots verbally, something she claims she can't do, the [i]Cuffs[/i] wouldn't prevent her from giving orders as she'd still be able to speak. You'd need to get a [i]Power-Draining Gag[/i] to prevent her from using her voice.[sup]2[/sup] If she was using some other mechanical means to command robots the [i]Cuffs[/i] would be able to drain the Energy from whatever device was being used, which would cut communications with the robots.

The [i]Cuffs[/i] would bind a target's hands, or feet if you chose to use them on the target's ankles, and [i]Exhausts[/i] them preventing regeneration of Energy so they wouldn't be able to use abilities. Be wary of enemies which still have residual Energy though, as the [i]Cuffs[/i] won't prevent them from using stored power to make one final attack.

There's no power in [i]Power-Draining Handcuffs[/i] to drain. They're made of a magically-infused metal alloy which automatically drains Energy from anyone they're touching and so they'd still work even if all other power was being drained in the environment, such as when Nickelback walks up behind you to inquire exactly why you're asking so many personal questions about her.

The [i]Cuffs[/i] are stored in a special protective sheath so the person carrying them doesn't get affected by the Energy draining effects by mistake. Something which was developed after the first few field tests where the agents suddenly found themselves powerless against their opponents and quickly overwhelmed.[sup]3[/sup]
