[@Luminosity] That'd probably work. Tobias isn't the sort to routinely stick his neck out for other people, but your character could probably convince him (especially considering it's orphans at stake, which he has a soft spot for). I mean, expect him to bitch your character out near-constantly when the peril starts mounting, but it'll be... mostly in fun.
