I chose not to give you ray because of this

Xerneas and Yveltal, are essential to each other. The world cannot survive with out light [b]and[/b] dark. So they kind of won't fight, cause they need each other.

But Kyogre and Groudon on the other hand, fight whenever the fuck they want, leaving rayquaza clueless on when it is going to happen. They can destroy whole regions, which makes rayquaza more important.
