[@GreenGoat] Star Arcana is unfortunately restricted from being a Main Arcana. You can still have it as a Compatible Arcana.

EDIT: [@Happy Go Lucky] Just in case you didn't see my edit: Yes, you can make a foreigner character. I would prefer that they have been raised in this region.
