He has appeared throughout various important events of recent history, silently watching. For the rare few that have ever made contact with him, he simply says he is observing for potentially "beneficial" persons to his "employer". His mysterious appearance and voice only further create questions as to what his tru-. . . . . . . "EHEM! Okay, sorry, but this is getting really old for me. It's always how I'm all mysterious and whatnot cause of the way I dress and how I use my telepathic and transdimensional powers to discreetly observe potential candidates and such. Allow me, Mr... Narrator, to clear the air. Hello! I am Walter Krauss, a representative a governing body of interdimensional space! I know, not exactly anything new, but that's the best way I can put it. 

Anyway, I have come to this school to observe the students to see who could potentially benefit my employers as contractors or perhaps even full time employees. The specific work of that nature is, well, once again hard to explain. I do apologize, as I'm really not clearing the air here, am I?"

Powers:
Can travel across time and space, use hypnotic and telepathic suggestion to mildly control people who are unaware of the influence, aka, if ya know he's there and trying to influence you, its pretty much nullified. Not nearly as strong as direct mind control either (i.e he couln't make you kill yourself or anything that counter intuitive to your survival). Super human durability, but punches about as hard as any other human.

"Oh, yes! And I can pull any weapon from earth human era of the 19th century to my favorite, roaring 20s of the 20th century from my coat! Quite useful!"
