Humans do have various anti-vampire organizations. There's:

The Foundation
The Purge
Ex-Soldier

and feel free to create any factions you would like. 

UV rounds would only hurt a vampire if that particular vampire had a weakness to sunlight. Most do not, but many are noticeably weaker in sunlight, while it will kill a few. UV's are worth trying. As an aside, several vampires share a weakness for silver. You can also make rounds out of blessed metal, melted down crosses, and simply bullets that have been blessed by a priest.
