Tech level is weird. There is no electricity or petrol, all machines run on magic. Such machines are fairly common in the Inner Circle, but become less common the further you go outward. 

The Outer Ring people live lives like early Victorian England. 

And I wanna say to [@Yorutenchi] that though this almost definitely counts as steam punk, it does not have the same clockwork and goggles aesthetic.
