Well, he's not quite as stupid as one.  Because he was designed for engineering and barter he has more processing power and memory, plus learning algorithms to let him adapt to changing situations.  A little slow by human standards, but far better than any artificial lifeform but true AIs like President Eden (yes, he knows) and Androids.
