Maelstrom's enchantment is the magnetically linked bit, which is reinforced by the light of Devene. Your swords can't do much to that even if they touch the material aside from cutting through it.

The wind bit is achieved via nanobots and the armor pulling in and trapping air via its ventilation system.

I also realized that given Raelis' overall strength and the size of his wings, it's likely he can fly [i]without[/i] Maelstrom, just he'd be a bit less maneuverable and fast. However, considering his cruise speed is between 80 and 200 mph I'd say being somewhat slower than 200 mph is pretty manageable.
