Alien agents are not common in SIN, but those that are generally do have a cloaking device of some sort.

Weapons: Modern technology is permissible, almost all SIN weapons are reverse engineered alien tech. Most of SIN's high ranking officials believe tampering with the occult and forces not understood is a bad idea.
