Same as Hunger Games, but each Sector had a different way of drawing the slips of paper. The difference is each name is only in there once, so everyone has an even chance of getting chosen. 

I'm slightly demented, but what if someone shot an arrow into the crowd of Leviathans and that's how they were chosen? xD That's terrible. I'm sorry I think these things...
