Atsuro would simply listen to the two before being told that he would be leading an investigation as the leader and he would be taking Reaven with him. Seemed like he would be more trouble than the actual investigation but it was an order and he wouldn't disobey. You got extra Quinques if you were determined worthy enough. You don't just instantly get one every time you kill a ghoul, if it worked like that he himself would have over fifty.
