Since the only thing that was recovered from the area believed to be the final resting place of Rogers and Bucky Barnes was Cap’s vibranium shield, the only biological place to start were samples of Rogers’s blood taken after the death of Abraham Erskine. Untold funds and methods were pouring into trying to extract the serum from the blood, including using Nazi and HYDRA defectors as scientists. Nothing worked, however, and the project was more or less shelved, with a skeleton team left working on it. The leader of that team was former HYDRA mind Arnim Zola, who was dead set on completing his goals. He worked tirelessly for decades in the lab. While his body aged, his mind never dulled, and he believed he would succeed. And succeed he did. In the early 80s, Zola approached SHIELD brass to tell them that he could impregnate a woman with genetic material from Rogers. In turn, this would birth a super soldier child. The project was immediately put into motion, and they quickly received a volunteer. Sharon Carter, great niece of Steve Rogers’s flame Peggy Carter and current Agent 13, volunteered to carry and raise the child. She was quickly approved, as she was the agency’s best female agent. The baby was born on, fittingly, V.E. Day 1984. To everyone’s surprise, the child was female. Sharon named her Stephanie in honor of her “father”.

Stephanie was a happy child. She was raised on the Triskelion, SHIELD’s base of operations. Like most military bases, there were other “military brats” on the installation growing up next to Steph. Her best friend was the older Bobbi Morse, who acted like Steph’s big sister. The two were inseparable, and often got into trouble on the station. Her life changed on her thirteenth birthday. Director of SHIELD Timothy Duggan and Sharon informed her of her heritage and what she was meant for, believing it was time. While the two worried it would scare the young girl, Stephanie felt nothing but pride that she was to carry on the legacy of the world’s greatest hero. Once Steph was fully grown around age 16, she threw herself into SHIELD training. She took to combat, strategy, and stealth as quickly as her father did, quickly becoming an expert combatant. She was also allowed to train with her father’s shield, something she treasured greatly.

Once she turned 18, Steph was approved for field work, though not as Captain America, as Duggan did not think she was ready for the mantle. Instead, she adopted her mother’s former callsign “Agent 13”, and worked in the field with her friend Bobbi, who worked under the codename “Mockingbird”. The two quickly became the agency’s top anti-terrorism agents as part of the STRIKE forward operations team. Their main adversary was the nefarious organization known as Advanced Idea Mechanics, a group dedicated to technological domination of the globe. The pair thwarted AIM many times, drawing the ire of the group and driving them to perform dangerous experiments to gain a leg up on SHIELD. During this time they also came in contact with the mysterious terrorist group known as KOBRA. This fanatical sect seemed to sow anarchy where ever they went, and SHIELD struggled to pinpoint their leadership or their end goal. It was during this time that Stephanie also came in contact with the enigmatic vigilante known as “The Question”. Question was investigating AIM and KOBRA on his own, and warned Stephanie that something else was in play. The two were too organized and well funded to have sprung up so quickly. He believed it had deeper, evil ties, and told her to get in touch with him if she ever wanted to learn the real truth of the world. While he came off as a bit of a nut, something about his words rung true, and she kept his warning in the back of her mind.

After September 11th, 2001, the world of the superhero again began to emerge to the forefront of society. As it did, Stephanie was sure her time as Captain America was about to begin. SHIELD needed to present its own superhuman to the world, to show that it could still protect them in an ever shifting new reality. She once again began carrying her father’s shield on missions, against the wishes of SHIELD high command. But she wanted to be ready. Her world came crashing down on March 19th, 2005. HYDRA and the Red Skull announced their return, and Steph knew it was time. She marched into Fury’s office, ready to demand the mantle. His response, however, broke her heart. Director Nick Fury, Duggan's replacement after his death at the hands of KOBRA, maintained she wasn’t ready yet, and that someone else would carry the mantle until she was. Bucky Barnes had been found and was who Fury was going to make the figurehead of the fight against HYDRA. Enraged, Stephanie Carter decided to do something drastic.
| Attributes | Stephanie inherited her father's abilities from the Super Soldier Serum. She has peak human strength, speed, agility, dexterity, endurance, and cognitive functions. Stephanie's mind is so strategically wired that she is invaluable on the battlefield.
