It might be smarter for people at risk to move, assuming they [i]can[/i], but forced deportation always sucks.

Example A: Immigrants being forced out of what they're trying to establish as new homes, like Russians during one of the peaks of the Red Scare, because of fear, nativism/nationalism, and other nonsense. Very rarely having anything to do with what the immigrants did, beyond trying to move to the US in the first place.
