As they headed for the 10th ward Scarecrow heard Keisuke ask a question about what sort of trouble they were going to cause...in truth Scarecrow had an idea but it was risky, but if there was one way to draw attention to Jokers end it was to target Doves...but to lure out doves you'd need to first kill some innocents "[color=000000]We will be killing a few humans...simple stuff...but this is to lure out a much bigger target.
