Oh, also Noxus isn't supposed to be cold. I've done a bit of work on that, and I've realized that for all the climates to be the way I've designed them, the tilt of their planet is a bit more extreme than Earth's. The sun is hitting on Noxus most of the year, but it does have a varied climate. It's a bit like southern North America in that regard.
