But while some of the Youkai Cinwi had scrapped with before might have been related to these missions, the girl had never properly come and accepted a contract. The ranks were odd to her, and she couldn't justify spending time on the lower ones. The weak threats would sort themselves out, and the havoc they might cause would be inconsequential compared to what the bigger targets might do. Then again, humans were strange, and their empathy for each other tended to overpower their care for themselves.
