While this study is enlightening, it changes nothing. It is the decision of each family for their locality, and the authority of the Emperor as to what extent their subjects are allowed self-governance. And I say, with my authority, that nothing will be imposed on any member of society in light of this revelation." This statement was allowed to be taken for Bittle's newspaper, while society did its own work in talking about it. This reassuring viewpoint was echoed by many noble families. Many now say "If it isn't broke, don't fix it," in response to the demographic survey. It was much a matter of prestige as a matter of conquest. After the invasion had been set in motion, a missive was sent via courier to the Kingdom of Kapitas' court. It was a declaration of war, coupled with a note. It read: "To the Royal Authority of the Kingdom of Kapitas, By the authority of command over the Sanguine Empire's armed forces, a state of war has been hereby declared. This state shall persist until both ruling sovereigns shall come to an agreement to its conclusive end. If it is his soverign's wish that the war end, here below is listed the condition needed to be met for an agreement toward such: 1.) Total surrender from the armed forces of the Kingdom of Kapitas to the Imperial Authority of the Sanguine Empire 2.) Subjugation as a client state under the mercy of the Imperial Authority of the Sanguine Empire 3.) A payment of 10,000 coins in reparations If these conditions are not agreed upon, war will continue, with the intent to annex the Kingdom of Kapitas into the Sanguine Empire.
