The Kingdom of Anvegad

"Well. How are we going to broach [i]these[/i] to the King?" Said the Minister of the Interior as the last courier deposited the messages and letters intended for the head of state of Anvegad. Who was away to inaugurate the opening of a new factory to start up an Anvegad railroad program and had left the trifling matters of state to his Inner Council.

"First we deal with these messages at hand. I'll handle how to broach them to the King once they are in motion. He's more concerned about railroads than foreign policy at the moment anyway." Said the Supreme Commander as he broke the seal on a letter and scanned its contents. "But we can't cover this up either. Osland is a rising star. We can't ignore it, or we’ll get hemmed in by two Great Powers at once. Ontop of all the other issues as the world continues to turn."

In recognition of a neighboring power of industry and progress, the Kingdom of Anvegad wishes to include the Kingdom of Kalphia in the Co-Prospertity pact.

Summary of Terms
- Anvegad offers open-borders trade between the Kingdom of Anvegad and the Kingdom of Kalphia
- Anvegad is willing to match Kalphia in reduction or removal of shipping tariffs on industrial goods to foster economic trade and cooperation.
- Anvegad seeks land and permits to enable the eventual construction of a international railroad between the two kingdoms.
- Joint-defense and alliance are offered, but can be tabled for separate discussion.
- As an immediate overture of good will and recognition of our respective military strengths, Anvegad offers an invitation for ten officers of choice of the Kalphian Military to attend the Anvegad Military Academy under full scholarship, and the exchange of ten Anvegad officers for advisory services. This offer stands even in declination of trade agreement.

While regrettably our monarch King Adrian Despovich is unable to attend due to pressing matters of state, Foreign Minister Demov and Colonel Zerkova will be attending in his stead on behalf of Anvegad with a small honor guard (12 soldiers of the 1st Life Guards) to pay our respects and participate as spokespersons on further discussions with Anvegad as needed.

On the matter of the Nehelphian embargo, while geopolitical separation prevents our direct assistance we agree to cease trade and honor the embargo in spirit against a common rival state. Should there be circumstances where Anvegad’s valiant officers and heavy artillery may assist, we are willing to discuss how to implement them through our assigned delegates.

Both your applicant officers and your donation to the cause of advancing military science and theory are appreciated and accepted. We look forward to their views on current military philosophy and in educating them in applying the benefits of science and experience to the art of war.

As a reminder, any officer admitted to the academy must swear an oath to not serve in a direct role or position of leadership against Anvegad for a period of ten years after graduation. While the possibility of actual conflict between our two nations is unlikely, some level of assurance that Anvegad military tactics will not be used against the state that taught them is a necessary term of admission.
