[@WittyWolf] The INCANTATIONS perk reads "Any spell" so pretty much any spell you cast can have this effect if you trigger it. For the CONCENTRATION perk, it only applies to the scroll you choose in your case Destruction. LEARNED will give you a blue on concentration checks only.
