[/hider] In summary, as detailed in attachment above, events of botched refinery rescue operation, combined with the increase in Dust-related crime in the same year by R. Torchwick [i][gentleman thief][/i], can be safely concluded as motive for suspect's terrorist activities. Suspect was likely motivated by post-traumatic stress disorder, exacerbated by natural violent tendencies. The near-tragedy at the Vytal Festival, as concluded by an independent panel of experts, was thus unavoidable. Authorities were inclined to believe responsibility lay at the feet of R. Torchwick and the White Fang, especially as more and more Dust shop crimes escalated from robbery to arson or terrorism. It is likely that this lax attitude and search for a different criminal was what allowed so much damage to property and, eventually, the cumulative loss of forty-one lives in attacks in or around Dust shops before the Breach. But the arrest of R. Torchwick and death of most White Fang rank-and-file in the Breach left continued attacks without a culprit, and at this time several Beacon Academy students were openly voicing that one of their own number may be the mysterious second attacker. As if possessing a link to this line of questioning, Suspect #297308890's manifesto went viral within days of her being named so much of a person of interest. The online diary [i][since heavily censored at request of Schnee Dust Company officials in Atlas][/i] detailed the barbaric practices of propulsion manufacturers, and the need for humanity and Faunus alike to wean themselves off of Dust, [color=8882be]"[...] this brutal substance, before it kills more people than I ever could. [...] I am trying to help. Please believe me. The people who control our energy do not have your well-being at heart."[/color] Schnee Dust Company officials decried report heavily. A subsequent audit of SDC practices and budgets turned up no wrongdoing. As attacks escalated in the weeks and months leading up to the Vytal Festival, more searches into Negasi's backstory and contacts were probed, including connections to S. Negasi [i][brother, current assistant at Signal Academy; exonerated of wrongdoing][/i] and any further potential contact with Team Bastille (refusing to change their name until commanded to do so by Professor Ozpin). Anonymous tip by Haven Academy students (Team ????) visiting in Vale gave off the implication that the Festival itself would be the site of Negasi's tour de force. Tip was treated with the utmost severity, but in recognition of Vytal Festival's prestige and large attendance, every effort was made to keep the sting operation quiet. Suspect was identified by witnesses reporting such a girl buying chocolate bars en masse on Vytal Festival fairgrounds. Team Bastille and Vignoble were sent by festival security to apprehend, but this was a mistake - being friendly with members of both teams, Negasi realized the sting before it began and retreated. Vignoble transfer Beryl Harken reports finding large caches of Dust near the bases of the very trees. If properly ignited, resulting chain of explosions, similar to Breach, would have taken out entire fairgrounds. Suspect herself promptly hotwired an escape vehicle under fire, but was incapacitated just blocks away from the scene of her would-be crime and, wounded, made off into makeshift housing, pursued by fire squad comprised of members of both teams. Cornered on the balcony, Negasi turned to face her classmates armed with only a Dust-infused baseball bat [owing again to penchant with improvised weaponry.] Surveillance footage records Negasi oddly elated by capture, as well as brief dialogue exchanged between fire team leader B. Lloyd and suspect. Surveillance footage unlear. G. Mindaro reports that Negasi said, [color=8882be][i]"Oh, babe...somehow I knew it'd be you. You'll make such a great Huntress. God. I wish I could see it happen."[/i][/color] This statement is uncorroborated by B. Lloyd, A. Desiree, S. Naga, and N. Fiordilatte. A melee ensued inside the apartment, leaving the Huntsman fire squad with only minor injuries. Negasi, however, was heavily burned in the fighting, and died of shock and nerve damage en route to police hospital. Given evidence found on the suspect's person and home base [SEE FORENSIC FILE BELOW], and the lack of any further Dust-related terrorist activities in the greater Vale area, all relevant information has been sent to all relevant parties, and this case is hereinafter closed. No member of Bastille or Vignoble reports such explosives being used, however, and the surrounding area was largely undamaged. After detailed ballistics testing of the baseball bat used by suspect, it is our conclusion that all wounds potentially fatal to Lorena Negasi were, in fact, self-inflicted. In addition, Dust reserves, handwritten copies of the manifesto in Negasi's script, and laptop computers were discovered in the apartment that implied the suspect used it as a staging area. If taken alive, resulting criminal procedures would have been a slam dunk, and life without parole or even death would have followed in short order. Reasons why Negasi led us to such a trove of evidence, and died before harming students in a fight she well could have escaped, died with her. It may well be that she was struck by a crisis of conscience in her final moments, and realized that she was staring at what she could have become, if not overtaken by her own bad impulses and demons. It is also possible that she genuinely believed, even to the end, that her anti-consumer guerilla tactics against the innocent populace of Vale and the Schnee Dust Company were justified.
