Emperor Taishō thought that if Japan would interfere the China's Warlord Era, Japan will quickly annex Manchuria but that's risky, he doesn't want to start an another war with the Chinese but if the China's Warlord Era was spilled to the neighboring nations such as the Russian Empire and the Empire of Japan. Japan would likely to interfere and to annex Manchuria quickly since Manchuria is part of the future territories of Japan.
