1. Given the number of interested people, I'd say max it out at one Villian one Hero, preferably just one character total
2. The Character I wrote the last time I tried this on a different forum was pretty powerful, but not unstoppable. Power level is probably Cyclops or The Flash, not Wolverine or Superman.
