First off your "tesla rifle" would be most likely heavy, potentially backed up with a backpack full of electric battery. It'd also have issues with impacts or bad weather.
Besides if you are so good at electricity why can't you use vehicles?
Tesla's deathray is the best against aircraft. You can easily create your equivalent of SPAAGs.

Also let's forget lightning weapons. They don't worth the effort.
