[@DudeTheRabbit] Yes, as long as you are taking into account the number of henchmen you have, you can perform as much criminal activity as you'd like. This will mean, though, that if you're running low on men, you are far more likely to fail your crime. I want to stay away from doing exact numbers and the like for the time being (which may change as we move forward) but a good rule of thumb would be that you have enough manpower to cause complete chaos within the range of your TERRITORY circle on the map; which as of now, is little more than a couple blocks of the city.
