If you can, download that extension. The usual it-comes-up-next-to-address-bar, click on it and hit activate or whatever to turn it on, doublecheck it so that it's on, and then try going to whatever website is blocked.

It occasionally has downtime, but it's the fastest, most efficient, best proxy I could find.
