Displays trace amounts of aggression to his coworkers in a workplace setting, but just enough to make him an OK manager or supervisor. He seems to have a knack for leading, but had a preference for taking subordinate roles and unskilled labor, though he was fired twice for failing to meet his quota; he was helping newer employees work the factory line. Something about "maintaining integrity within the workplace" or some other old saying. With a mark of 11% optimism on a curved scale against workers in the Okinawa prefecture, he can be a cause for some worry if he is under intense stress, but his work record looks no different from any other disgruntled employee; it could have been said that if his skills are not apt for the assignment, his performance grade would be significantly lower than his peers. Otherwise, he can perform slightly ahead of the curve, even under high-demand scenarios. Considering he had a sum of money from his inheritance, as well as past occupations, though, his attack may have been the result of some blackmailing or coordinated mugging. After some further investigation and cross examination with his peers and acquaintances, it seems awfully strange that he'd go shoot up his own place. The stranger part was that he only killed other factory workers; his wage of about .04$ an hour was slightly above average, and he displayed no hostility to the superiors. All his peers spoke that he was at least above-average in performance, and was very focused. The victims of his attack have had no distinct relations to one another, except they all worked the same line and shift. None of them work the same shifts or lines as he does. One can only assume he had gone insane prior to the shooting, but no behavior was recorded as erratic. His childhood holds no relation to his current behavior, as his examination 3 weeks ago showed that he had little to no knowledge of his upbringing. He showed disdain when asked about his mother and father, and has no reason to actively cope. Further inquiries must be made. In spite of his clean record, irregularities do arise from time to time. How could he have been labelled violent without any incidents?
THE FOLLOWING DATA IS "CLASSIFIED". YOU HAVE BEEN WARNED.
Upon further investigation, it would seem that Mr. Luong was often noted to be sarcastic, though not cynical. He has a mix of extremely conservative values and moderately progressive values, though he tends to lean to the former, that of which includes pro-life, the removal of science as a baseline reason for judicial laws, and a few others, like conserving resources. Among his more progressive values, he seems to have invested plenty of resources to "designer-baby" laboratories under another identity, and is a staunch supporter of augments, though he himself had none until very recently. He follows the passive-aggressive archetype, typically exhibiting apathetic, aloof behavior until he is either triggered or pressed to lash out. When he does flip to his aggressive side, he's been known to hospitalize peers with non-life-threatening injuries. Nothing too out of the norm, besides his occupation. He has no mother figure, but has had no incidents of sexually harassing women or men. His sexuality, on most resumes and surveys, have registered him as Other. He is prone to having sudden outbursts of violence, the timing of which seems to be independent of his passive-aggressive archetype. We have reason to suspect he becomes anxious around guns, considering the trauma he went under prior to receiving his implants. He's a capable actor, though. Besides taking several lead roles in his school plays, he's also noted to have infiltrated several criminal organizations. Undercover agents have reported him as particularly sociable and knowledgable about social norms and things like etiquette. Perhaps his implants permanently stored a few lessons on table manners?

Mr. Luong's first impact in Neo Japan was when he was about 10 years old. As a transfer student from China, there's reason to suspect that as a child, he had contact with the Triads. His father, Mr. Nguyen Luong, was already an associate of the Chinese triads as a veteran operator. Within the first 10 months of his transfer, the number of sicario-styled killings had about doubled, resulting in a total of the deaths of 112 citizens in a year. The Shinjuku ward, like today, stood as one of the safest wards due to the high number of corporate police officers and large Yakuza and Triad presences there. For a period of about 10 years, though, it was steeped in turmoil. Further suspicion could be pointed at Mr. Luong by the time he became and adolescent. On the side of his business killing, Mr. Luong spent most of his time in his academy's drama class, as well as mock trial in his lattermost years as a teenager. By the time he was a young adult, he was suspected to have been able to pull off 20 murders by isolating and executing his targets. Luong had become not just a wannabe shooter; he was now a contract assassin. The Shinjuku branch of the Yakuzas, by then, had lost 2 valued enforcers within their ranks. Cameras and bullet tracings led the police to Luong's doorstep, though the investigation was suddenly called off. It was later revealed that Nguyen Luong's superior had intervened. For saving the one good fighter and for the sake of the sacrificed piece, though, Lance was kicked out from the household and was given a fake ID as a Thomas Chang, which was legit enough to be even renewed from time to time. With that, Lance was dropped off at Sanya, and was left to his own devices. It was suggested he became a wanderer soon after. As a target in the Yakuza's sights, Lance had to give away all but whatever currency he had on hand, as well as his two ID's. Both of these he had to hide, or on occasion kill to retain. His first re-appearance happened in Osaka as a contract killer for the Yakuza branch right after the reduction of the Triad presence. It is believed he may have aided with undercover work and the upheaval of the Triad power, and by the time he was 26 (8 years after his exile), he was the head enforcer of the Nishinari district. He was only the head for three months, before he was demoted for reasons unknown. He then shot several workers in his ink-manufacturing factory, the only investment and property he made as "Mr. Chang" before committing suicide. YOU HAVE BEEN WARNED.
We have evidence that he became an escort of sorts for Yakuza head of Okinawa under yet another identity, the records of which have since been erased. He was seen walking with Mr. Kurose on several occasions to frequent a variety of locations, like ramen shops, brothels, shopping arcades, and even a nursing home. Kurose, meanwhile, handled a security detail on the side to protect Mr. Ogana, the governor of the Okinawa Prefecture, before the Okinawa insurrection. Lance is reported to have fought against the insurgents as an undercover agent before receiving some sort of spinal injury, most likely due to a gunfight. He may have been attributed to the death an insurgent leader and her associates. Kurose pulled a few strings for Luong, so it seems, to save his life and augment him. We don't know if this was for political reasons or just compensation, but he is regardless a very dangerous asset. We found that the augments had put him under enough for him to file bankruptcy; every bank account drained, every association with his old companies erased and/or made null. He was 29 when he re-appeared again, naked and augmented in the gutters of Nishinari. His face was dramatically re-structured, giving him a more youthful, Caucasian appearance. Here, he started his career as a ronin. We've only traced his first three jobs before he was contracted with several organizations and banks. These jobs, which were all concerning the elimination of small businesses and associated criminal activity, earned him his name when the majority of the kills were recorded to be his. From then on, his affiliates, whoever they are, covered for him. It is unknown who gave him rapport to do have these connections, or whether or not he had spent his own resources to do so. Like a true Ronin, though, he has since gone truly free-lance by cutting all contacts again. For the better part of three years, he's been doing rather simple contract work (at least, we can assume), but since he found himself in a Ronin cell with operatives of similar performance levels... ...well, that's why he's on the watchlist. Prior to this, his ability to affect our political and economical systems have been curbed by his leaders and affiliated clients. Going freelance has caused more than enough concerns for the Yakuza and Triad. A team of true Ronin, ones that could hold up their words with their actions, makes for a dangerous fire to play with on all sides, especially if one of his future clients has a political agenda. If this ever happens, the best course of action would be to start a bounty on his team.

Enhancement:

25,000 CR - S-Grade Bio Enhancement - H-Processor - Normally reserved for top-of-the-line bodyguards or special ops, the H-processor operation represents the ultimatum of weaponizing any human's hardware (the brain) by making various enhancements to the gray matter, such as redesigning the synapses for adapting faster changes to any neurological pattern as well as therapy for the brain to be inclined to using certain parts more often for higher returns. As the process changes the brain itself, there are no risks when it comes to factoring in any outside electronic interferences, such as EMPs or attempts at hacking. By practical means, this allows Lance to increase his processing time by six times for 30 seconds, essentially slowing things down for him by sixfold to think, analyze, and adjust. While constant usage over the span of 30 real-time seconds (with a recharge time of 45 real-time minutes to fully recover; 30 is baseline and may pose risks if used often) may be painful for his brain, he is unable to be affected by sources many other implants fail to have any protection against with the same sophistication.
10,000 CR - A-Grade Implant - Con(tact)Point Spine-Replacement - A popular modification for people of affluent wealth and power who still want to compete at levels similar to cyber-athletes, the ConPoint Spine allows brain messages to be sent at about 4 times their normal speed using spare amounts of alternating superconductor cells sitting through the bloodstream, so as to avoid overheating. Though nothing more than a jacked-up peripheral nervous system with a tough-as-lead shell made of spider-silk and carbon fibers, its expensive components make the implant an incredibly expensive choice. In the presence of powerful electromagnetic disturbances, the users will often experience very slight nausea.
Equipment:

250 CR - C-Grade Pistol - 9mm G17 (Black) - Based off of the old Glock design, the G17 remake is a popular, rugged firearm that pales in comparison to about every other military-grade firearm today because of its lack of range and manual modifications (as opposed to augmenting the sights or bullets to achieve a 95%+ percent accuracy), but nevertheless will still seriously injure, if not outright kill, anyone within point-blank range. And still, only a select few could ever dream of having an implant that could actually dodge a bullet as it's fired.
250 CR - Civilian-Grade Sweater (Black) - A cotton-weave sweater laced with kevlar threads. Quality's a bit iffy, if not very, but at least surgery isn't a must anymore if he's ever hit.
5000 CR - Stealth Coat (Grey) (2-in-1) - A stealth-coat worked onto the outer surface of an Armored Coat. Twice as heavy total, but it still functions quite well.
2000 CR - Armored Coat (Grey) (2-in-1) - An armored coat worked onto the inner surface of a Stealth Coat. Made of parts of spider-silk and kevlar that allow it to flutter like a normal coat, but it's still twice as heavy as most other coats. It also cannot use any plating slots without compromising the integrity of the Stealth Coat.
2500 CR - IDENT Card (High-end Variant) - Reads as "Mr. Thomas Chang", a small-time investor of about the same age, height, and gender.
