I have an idea for a plot :P

Set sometime in the future, where the city of New York is but a dystopian carcus of itself, run by a mysterious governing body only known as "The Shadow". For the first 25 years, the city's residents and this mysterious entity co-exist peacefully, with The Shadow turning out to be a good leader, and drastically improving the economy. However, one fateful night, tattoos of a clock begin appearing on the back of people's necks, glowing a vivid blue colour. That isn't the only thing strange about them, however - they're counting down. The tattoo spreads all over New York, except onto one person, who discovers what they must do - they must make their way into the Empire State Building, the "lair" of The Shadow, and destroy this being once and for all. But what they don't know is that the tattoos aren't just a countdown - they're [i]mind control.[/i] They must face betrayal by all those they thought loved them. Will they accomplish it, or will all the world fall victim to The Shadow?
