Well, this isn't exactly "tools of the military". It's more like... I guess proactive martial arts training. Yes, graduates are expected to help out during static attacks, but there's no obligation to be tools of the military. For one thing, it's not one government in charge of this, there's kids from all over the world going to Akiyama-Kreuz. There is some level of "we're training these students so they can help stop Static attacks", yes, but you can't force them into military service, especially under these circumstances. Creating Receivers [i]is[/i] so they can actually use these abilities, but the most various governments can hope for is that they decide to enlist in the military. Otherwise, well, the only real, legal option is "we need to make as many of these people as possible so they can stop Static regardless of military involvement or not".
