Blackout is a 6' Caucasian male with black hair. His power prevents access to powers, and disables all communication between capes within his range. As a drawback, all people within his range who have their power disabled know his exact location. Normal humans will not recognize that they're inside his sphere of influence.

Spindle's PRT file

Spindle is a 5'10" (Oriental?) male with (dyed?) white hair. His power is long range telekinesis (150 meters? 250 meters?) that works worse the heavier an object is. Spindle uses this power to tear apart anyone approaching him, and often has light string floating around his base. His gruesome form of attack has delayed any direct confrontation as high level thinkers try to come up with the best way to eliminate him. He has killed -Redacted- and -redacted- PRT officials, as such many colleagues of the deceased have personal vendettas against him. PRT command is restricting all direct confrontations until a plan is fully realized.
