[@KahleenCuthald] Depends on what you want to make, I suppose. Flash allows you to make a library of images, so I saved images of walls and icons and snapped them together easy. It helps that you can edit the master image and it changes all the individual instances together.

If you want to [i]design [/i]a map, get some Lego or playing cards and draft out a map with those. Being able to manipulate a physical "map" with two hands is a lot easier and lets you be more creative than manipulating a digital map with one cursor. I actually made the lab map with playing cards and bits of paper with room names written on them.

Once you do have a plan though, yeah, Flash is a good tool.
