Clearly you didn't get what I meant in my last post.
I'm saying no, you are not allowed to have technology that would put you leaps and bounds ahead of everyone else for little consequence. I currently see it as something like power-playing.

Also, if everyone had a vault of prewar goodies, then the entire post-apoc vibe would be destroyed.
