That's kinda ridiculous to be quite honest and unless you some how had a lot people in the higher ups of the old federal government to allow for this kind of construction since a ship since it would cost an absolute metric fuckton cubed to build. The US today couldn't even build something like that, it'd cost billions if not [i]trillions[/i] of dollars and much, much longer than seven years even if they put the most morally questionable labor practices in place. The modern cruise ship doesn't even get past 5000 occupants and the largest aircraft carrier ever made can only hold 6000; to say you some how made a ship to hold [i]10 million[/i] is insane. You wouldn't have a "small city", you'd have basically the entirety of NYC in landmass and population on the ocean. The shear size of the space which living cabins would take up would be massive, never mind all the other buildings. That along with some formatting things is the reason why I'm going to have to reject this NS.
