The primary reason we can develop bio-fuels today is that we have enough food to feed ourselves and farming no longer takes dozens of people to do. However, after the end, people now have to farm by hand and food is much more scarce; people don't want fancy bio-fuel, they just want to be fed. However, I am willing to give you some leeway with food production, just not the bio-fuel stuff, and let the soil of the land you own be less irradiated and more fertile (given you're basically on a river) thus letting you have surpluses of food for trade. And seeing some places routinely go through famines and food shortages, that's nothing to sneeze at in terms of trade opportunities.
