Well, we are definitely starting the RP early next week. That I know for sure and was going to announce tomorrow. As for the people, including me and [@Rockette] who don't have characters up, we have 8. I only count the people who have approved characters thus far.

Tomorrow you'll get an official announcement regarding when the RP will start. To answer your question, I don't really have a hard limit because I designed this as a large group RP and I've run large casts before. I think anybody who has been waiting will be pleased by tomorrow's announcement though. 

We will start off together in the IC, but there will be times we split into smaller groups.
