Chef Faction: They produce high quality foodstuffs for sell to the rich and powerful of Mars.  Those that are streetwise will also know that they sell a drug called "Spice" that is produced from a genetically engineered variety of cactus.  It is partly named that because no one would think it weird that people are buying "spice" from Chef Faction, and partly because the scientist that discovered it is a Frank Herbert fan.  Spice causes the brain to release a large amount of endorphin into the body, and can give the user low-level psionic abilities which increase with later use of the drug.  Water Faction also produces a synthetic, pharmaceutical version of Spice called "Psy Powder", which causes only a small release of endorphin and stronger psionic abilities.  Both of these are legal in Chef, Water, and Entertainment faction cities, though many factions ban them.

Entertainment Faction: They market entertainment in all of its forms.  Every chemical intoxicant is legal in their territory, as drugs and parties are usually seen together.  Their drug laws basically equate to "if you sell or give anyone a drug that harms them, and they obeyed your instructions on using it, you are responsible for what it did to them."  This has lead to the city's drugs becoming very safe variants of those you would find in other cities.
