[@Altasaire] Just because it has a direct had does not mean they are in total control. By having a direct hand, all it means is they are the prime benefactors and thus also the ones that get the most scholarship recommendations after graduation - which typically leads to a swell military career. Trust me, many schools in the Philippines are backed by the military and have a direct hand in some of their programs while not being in total control. 

And by excel as a person, I mean as someone who can contribute to society, which basically means someone who graduated from high-school with enough understanding to put the knowledge he learned to good use. College graduates fit that definition too I guess xD
