America would do great as usual, even though i'm not from there myself. 

Though, if you want things to be more challenging. I'd suggest a country with a dense population. Such as The Netherlands or Belgium, they are surrounded by areas also highly populated and furthermore, the lack of firearms amongst the general population makes thing even more of a challenge.
