Amsterdam is part of what we call "De Randstad" an even more densly concentrated part of my country that houses seven million people of the seventeen million population. If it has been two years since the outbreak I would imagine that people have fled to the islands north of the Frisian coast, or the northern provinces in general. Seeing as they were more sparesly populated. Hence less infected compared to the "Randstad."

But for a starting point it can work, sure.
