This could probably be attributed to the fact that, among the din of the parade, her voice was drowned out at a distance, coupled with the fact that many who were listening had probably gotten used to her manner of speech by now. In that sense, this was the best possible vein in which to speak of things that should not exist in the world; if everything said would be dismissed as "Mary's eccentricies", nobody would think anything of it, in contrast to how whispers being traded in a secret location would be perceived. The candy was a bonus.
