[@Fukazza] Well, there are two major issues with starting on the first floor. 
A) It's done on an individual basis, which would be slightly problematic with having to make people wait. 
B) According to the research I did, its only for irregulars to test/weed them out. (According to the wiki, since Headon chooses the regulars personally, and I know the accuracy is questionable)
