If it wasn't clear in the narrative what you should now realize is that:

TRIDENT headquarters is underwater.

HQ is not one underwater building (like last time) It is a fleet of submarines, there are small mini-subs/pods that people use to travel between submarines. Air lock door is a thing. Other considerations also apply.
