[@alexfangtalon] Like I told Bishop before, I generally don't see the point in shutting down someone's idea before I've had a chance to see how it all fits together. 
Do be warned though, we allow people to be born outside the village, but it is not something we're really thrilled about. One of the major themes in this game is that our characters have lived very sheltered lives and our perception of ourselves will clash with reality once we leave Gobi. If someone wants to be born outside the village we generally want this to add something to the character, it must carry some kind of meaning, while the character should be just about as sheltered as those who were born in the village.
