[@Blueflame] Not a big fallout player? Your special is on a 40 point system, you can't have 4 skills at 10 unless luck and strength were at zero but can't drop below 1, your character would be so weak he couldn't lift that rifle.

Tag flaws are like tag skills, you are bad at things such as but not limited to, lockpicking, explosives, large guns, etc. Snipers aren't a skill, that'd be small guns (even for a .50) and perception isn't either, that's a S.P.E.C.I.A.L 

I recommend reading up on fallout before revising and fixing.
