He says he has to concentrate, so we must also assume there is a decent acceleration period to it, so like at closer ranges it would be more like dodging an arrow. He could move the bowl of noodles with it by having a strand wrapped around the bottom until it reaches its destination.
Let's face it, if he was going to have the noodles move that fast he would have said as fast as an arrow. They might as well not be noodles at all. Not to mention I missed a couple of zeros, 10% of light speed is 29 979 245.8 m / s. To put that into perspective, that's fourteen thousand times faster than some of the fastest projectile-firing small-arms in the modern world. Once the spaghetti is hardened to the density of diamond (and presumably bunched up as much as he wills) he's basically firing a projectile that will quite literally obliterate everything it touches. Allowing for the fact that he's basically an ordinary human controlling this god-like projectile so his reaction speed must be off the damn charts otherwise it would have travelled literally miles away and killed -everyone and everything in its path- before he can even tell it to change direction even at 10% of 10% of the speed of light, he could basically rip apart every atom of an enemy near instantaneously. No man should have that power, especially with spaghetti. I think the problem is that wherever ShinRa come from they don't really understand the implications of their powers. We ground abilities in actual physics a lot more here as a form of control. The alternative is that they just need to be super overpowered and know exactly what they're doing. If that's the case more power to them, though they'll only be fighting among themselves. None of our characters can hold a candle to that level of power, so we're not going to be engaging them and this RP isn't going to get anywhere.
