I have inquiries regarding the "Sea of Chaos" that was mentioned, and the means by which a spirit can consume and assimilate another one.
The Sea of Chaos simply refers to the "outer space" sections of the spirit world, full of unstable chaotic energies. The stable spiritual realms, e.g. Heaven, Hell, Olympus, Asgard, are clumped together in a region analogous to planet Earth in the human world. The Sea of Chaos has nothing to do with an actual sea. A spirit can eat another spirit by physically eating it, after the victim is weakened enough to be incapable of resistance. Or it could be done with some other magical abilities.
I have ideas for a character who is bonded to a primordial ocean deity, whose goal is to track down and consume the spirit's "siblings" as a means of assembling a facsimile their dead progenitor.
The faction you're looking for is the Reclamation of Chaos, whose secret goal is pretty close to what you describe. They want to return everything to the Primordial Chaos that existed on the planet before spirits, and life in general, came about; that's what the "reclamation" is referring to. However, if the character you have in mind is Tiamat, the ancient Mesopotamian goddess of the primordial sea, then unfortunately [@BCTheEntity] is already using that mythological figure with one of his characters. There are still a few other ancient chaos gods available for players, though, and I could list them if you want.
