Normally it would have been difficult to find a top secret government facility, or at least a specific one, but in the current situation it was actually quite easy.  Kale merely needed to find someone and ask them where Zapdos had come from.  After a few minutes he found a nice old woman who pointed him to central park.  There he discovered others approaching with multiple pokemon, most likely resistance.  Joining up wasn't the best idea right now, as far as he could see, as he didn't know how the Regime would react to them.

Instead, he hid behind a tree, Eve at his side, and watch the situation to see what would happen.
