Someone is already doing this exact thing. They didn't want an empire, so they're just playing as a small fleet of Explorers. It is [@Shorticus].

So, I suppose, you could be another member of his small, non-nation fleet.

OR you could create your own.

I really didn't plan on having people who weren't nations, but if that's what you want, so be it :lol
